A webcam that isn't working is usually blocked, busy or switched off. Blocked means the browser or the operating system has denied camera access; busy means another app such as Zoom or Teams is holding it; switched off means a privacy shutter, a camera key or a disabled device. Run a webcam test to see which: it names the error, and each error points to one fix.

Below are the errors you'll see, then nine fixes in the order to try them, for Chrome and other browsers, Windows and macOS.
The short answer
Run a webcam test and read the error. "Permission denied": allow the camera from the icon in the address bar, and turn on camera access for your browser in Windows (Settings > Privacy & security > Camera) or macOS (System Settings > Privacy & Security > Camera). "Camera in use": quit Zoom, Teams, FaceTime or OBS. "No camera found": check the cable or shutter, then the Camera app and drivers. Restart the browser after changing permissions.
Key takeaways
- Browsers report three main failures: permission denied, no camera found, and camera can't be read (usually busy).
- Camera access has two locks: the site permission in the browser and the system privacy setting.
- On Windows 11, browsers need "Let desktop apps access your camera" turned on.
- If Windows' own Camera app works, the problem is in the browser or app, not the hardware.
- A black picture with no error is often a physical shutter or a camera key (F-key) turned off.
Why is my webcam not working?
Your webcam isn't working because the browser can't get access to it, and the reason shows up as an error. Web pages request the camera through the browser's getUserMedia function, and MDN documents what each failure means:
| Error you see | Browser error name | What it means | Go to fix |
|---|---|---|---|
| Permission denied / camera blocked | NotAllowedError | You, the browser or the system blocked access | 1, 2, 3 |
| No camera found | NotFoundError | No video device is available to the browser | 6, 7, 8 |
| Could not start video source / camera in use | NotReadableError | The device exists but couldn't be opened, often busy | 4, 5 |
| Black picture, no error | None | The camera opened but sees nothing | 5, 6 |
| Picture choppy or dark | None | Low light makes many webcams drop frames | 9 |
QuickVeed's free webcam test shows which of these you have: press Test my webcam, and you either see yourself with the resolution, measured frame rate and camera name, or a message naming the error. Nothing is recorded or uploaded.
How do you fix a webcam that's blocked in Chrome?
Fix 1, the site permission. Google's Chrome help gives the steps:
- Click the icon at the left of the address bar (or the camera icon at the right, if shown) and set Camera to Allow, then reload the page.
- Or open Chrome > Settings > Privacy and security > Site settings > Camera, remove the site from "Not allowed to use your camera", and reload.
- Make sure the right camera is selected at the top of that Camera settings page.
Firefox and Safari have the same idea: a camera icon in the address bar and a per-site setting (Firefox Settings > Privacy & Security > Permissions; Safari > Settings > Websites > Camera). On a work or school computer, an administrator may control these settings.
How do you fix camera permissions on Windows and Mac?
Fix 2, Windows. Microsoft's "Camera doesn't work in Windows" page says to open Settings > Privacy & security > Camera and turn on Camera access, Let apps access your camera and, for browsers and other desktop programs, Let desktop apps access your camera. If a toggle is greyed out, an administrator has to change it.
Fix 3, macOS. Choose Apple menu > System Settings > Privacy & Security > Camera and turn it on for your browser. Apple's guide notes that you may need to quit and reopen the app before the change takes effect. If the browser isn't in the list, it hasn't asked yet; load a webcam test once and it will appear.
What if the camera is in use by another app?
Fix 4: close every other app that might hold the camera. Many webcams can be opened by only one program at a time, so a meeting app left running in the background is the most common cause of "could not start video source".
- Quit Zoom, Microsoft Teams, Skype, FaceTime, Google Meet tabs, OBS and camera utilities (fully quit, not just close the window).
- Close other browser tabs that used the camera.
- Virtual cameras (from OBS or effects apps) can be selected by mistake; pick the physical camera in the site's camera list.
Fix 5: restart the browser, and then the computer. A crashed app can keep the device locked until a restart.
What if the webcam shows black or isn't detected?
Fix 6, the hardware switches. Many laptops have a sliding shutter over the lens, a camera key on the keyboard (often an F-key with a camera icon), or a switch on the side. A closed shutter gives a black picture with no error.
Fix 7, the system camera app. On Windows, open the Camera app from Start; on a Mac, open Photo Booth or FaceTime. If the camera works there but not in the browser, the problem is the browser's settings (fixes 1 to 4). If it fails everywhere, it's the device or driver.
Fix 8, drivers and connections. For USB webcams, try another port and avoid unpowered hubs. On Windows, run Windows Update and check Advanced options > Optional updates for camera drivers, as Microsoft's page suggests, then restart.
Why is my webcam blurry, dark or choppy?
Fix 9, light. Webcams stretch their exposure in dim rooms, and many drop from 30 to 15 frames per second or less to do it, which looks choppy and smeared. Face a window or a lamp, and keep bright light behind you to a minimum.
| Symptom | Likely cause | Fix |
|---|---|---|
| Choppy, low frame rate | Dim light; USB bandwidth | Add light in front; plug directly into the computer |
| Blurry | Smudged lens, focus, low resolution | Clean the lens; check the resolution the test reports |
| Lower resolution than the box says | The browser only gets formats the driver offers | Ask for the highest resolution in the test; some cameras need their own app for 4K |
| Mirrored image | Preview is mirrored like a mirror | Normal; recordings usually aren't mirrored |
Once it works, record with the free webcam recorder (720p or 1080p, no sign-up); see how to record yourself on a webcam. Test the mic too with the free mic test, covered in how to test a microphone.
Frequently asked questions
Why is my webcam not working in Chrome?
Most often the site's camera permission is blocked, or another app is using the camera. Allow it from the address bar icon and close meeting apps.
How do I enable my camera on Windows 11?
Settings > Privacy & security > Camera: turn on Camera access, Let apps access your camera and Let desktop apps access your camera.
How do I allow camera access on a Mac?
System Settings > Privacy & Security > Camera, then turn it on for your browser and restart the browser.
Why does my webcam say it's in use?
Another program has it open. Quit Zoom, Teams, FaceTime, OBS and other tabs, then try again.
Why is my webcam black?
Check for a privacy shutter or camera key, then test in the system's Camera app to see whether the device works at all.
How can I test my webcam?
Open a webcam test and allow access. If you see yourself, it works; the test also shows resolution and frame rate.
